Road surface affects steering?

I have a question. I know crossing a bridge with a grate surface will give any two wheeled vehicle a strange "fishtail" gyroscopic feeling. I was on the highway on a concrete surface with shallow lines cut in the surface. I had an unnerving similar feeling. Could it be the road surface on the concrete that is doing that as opposed to an issue with tires, suspension or forks? My bike is usually very stable. I can put my bike in neutral as its rolling and take my hands off the bars. My suspension is new, it has anti dive, bgm tires, tubless rims.

Grooves are generally cut just before resurfacing. They suck but it it’s you only option on a route, it’s not too bad, just lower your speed a little. Metal bridges feel the same
